Structurally unemployed total

Total structurally unemployed = total of long-term unemployed and equivalent, those unemployed after participation in services, and those moved from one service to another at the end of the month.

Long-term unemployed

Long-term unemployed includes jobseekers who have been unemployed without interruption for at least a year.

Equivalent to long-term unemployed

Equivalent to long-term unemployed includes jobseekers who in the past 16 months have been unemployed for at least 12 months in total. Does not include those in the previous group of long-term unemployed without interruption.

From services to unemployment

Unemployed after participation in services includes those who in the past 12 months have participated in employment activities, on-the-job training/preparatory training for working life, trials, labour market training, preparatory training, job alternation leave substitution, self-motivated studies or rehabilitative work activities whose placement ended 3 months before the calculation date and who were unemployed jobseekers on the calculation date of the month. They are not included in the variables of long-term unemployed or equivalent.

From services to services

Moved from one service to another include those who participated in employment activities, on-the-job training/preparatory training for working life, trials, labour market training, preparatory training, job alternation leave substitution, self-motivated studies or rehabilitative work activities on the calculation date who in the past 16 months had participated in these services which had ended 3 months before the start of a service in effect on the calculation date. In addition, the person has in the past 16 months been an unemployed jobseeker or participated in services for at least 12 months.
